TLR was delisted on the Steam store years ago but you can still buy Steam keys from a key reseller and redeem them. Also, TLR's gameplay can become extremely tedious, but you can alleviate that by using a trainer called TLRplanner, which allows you to force spawn the specific rare mobs you're after, teleport to the spawn location, and then force the mobs to drop the entire loot tables so you get the quest items you need. The PC version of TLR has improved gameplay. Resonance of Fate on Steam has a high-res texture pack available for download.
FF13 has extensive graphics mods to make it look better.
However, FF13, The Last Remnant and Resonance of Fate have PC ports so you're going to get better performance playing the ports than emulating them. The four good turn based JRPGs on Xbox 360.
